James was formerly Director & Country Manager China and a shareholder in Spectrum OSO Asia / Spectrum Asia Partners, which he joined in 2007. He manages all work in the Greater China region and has been resident in Asia for more than three decades. James has extensive working knowledge of China, Hong Kong, Taiwan, the Philippines, and Vietnam.
His career includes broad experience in commercial investigations, IPR and fraud detection and prevention.
He is a Graduate of Dartmouth College with a BA degree in Asian Studies. James is fluent in Mandarin Chinese and has a working knowledge of Japanese and Turkish.
Tom was formerly Regional Research Director of Spectrum OSO Asia / Spectrum Asia Partners and is an acknowledged specialist on the Southeast Asian security environment, international relations and politics. He joined the business in 2011 after serving as a risk analyst at the British Embassy, Bangkok. Within this role he helped lead initiatives to tackle illegal migration and associated organized crime in Vietnam, building intelligence by working with foreign missions, local enforcement and government in Hanoi.
Tom has overseen multiple complex projects throughout the Asia Pacific region and led Spectrum Asia Partner’s research practice in Myanmar following the economic and political reforms in 2011. Tom has also worked on multiple casino gaming related projects, including feasibility studies for large Integrated Resorts in Kazakhstan, Australia and Cambodia.
Tom speaks and reads Thai fluently having worked as a Thai interpreter for the UK Home Office.
He has an MA degree in Southeast Asian Studies from the School of Oriental and African Studies, London (2008), awarded with Distinction, and a BA (Hons) degree in Southeast Asian Studies & Language (2004) from the University of Hull, where he also received the Stewart Wilson Memorial Prize for outstanding academic achievement.
David Tuck, MVO
David was formerly Director of Research and a shareholder in Spectrum OSO Asia / Spectrum Asia Partners, which he joined in 2005, and where he played an important role in many complex regional projects, including engagements related to the casino gaming industry in Asia both for industry participants and regulatory agencies.
He has more than three decades of experience in investigations, corporate communications, government service and journalism, most of which time has been spent in Asia. Prior to Spectrum Asia Partners, he worked in crisis communications for Weber Shandwick. He also spent four years as an Assistant Press Secretary at Buckingham Palace, and six years with the British Embassy in Thailand and Laos working on political, commercial and other matters. In Laos, he established the British Trade Office in 1995, the precursor to a full embassy. He first worked in Asia as a reporter for a local English language newspaper.
David reads and speaks Thai at an advanced level, and Lao to an intermediate level. He has a BA (Hons) degree in Mediaeval & Modern History from University College London, and studied Thai at the School of Oriental and African Studies, London.
Vietnam Representative & Senior Regional Associate
An experienced due diligence practitioner, George has worked across the East Asia region for more than a decade. He has been based in Ho Chi Minh City, Vietnam, for the past seven years in which time he has conducted numerous due diligence projects across multiple sectors including oil & gas, finance and education. George’s specialism is in Vietnam but he also has experience managing due diligence and other corporate intelligence projects in Southeast Asia, including Malaysia, Indonesia and Laos.
Before moving to Vietnam, George worked in the fine art market, focusing on China, as well as a contributor to publications in Hong Kong, including that of the Hong Kong Trade Development Council (HKTDC).
George has a BA (Hons) Politics degree from Leeds University and previously worked as Researcher for a Cabinet Minister in the UK, attending weekly meetings with former British Prime Minister Theresa May.
Paul has been overseeing and conducting investigations in Asia since 1988. He has undertaken numerous consulting and due diligence investigations for a broad range of international gaming and corporate clients.
Paul was Director of Research for Kroll in Hong Kong before founding the specialist investigations firm OVG International, which was subsequently acquired in 2000 by Armor Holdings, a NYSE listed security and investigations firm. Paul served as Director of Asian Operations for Armor before co-founding Spectrum OSO Asia in 2003, and of which he was CEO from 2011 until 2019, when he retired from this role.
Paul is a recognized expert on Chinese and Southeast Asian business affairs. He speaks regularly at gaming and risk advisory conferences, and is often quoted in local media and news publications. He has had numerous articles published in various industry publications.
Paul has a BA (Hons) degree in Modern Chinese Studies from the University of Leeds. He spent several years conducting research at Fudan University in Shanghai and at Xiamen University in Fujian.
Andrew is a veteran of the Southeast Asian computer, consulting and IT industries. A Singapore Permanent Resident, he has worked in association with the partners of Lyriant since 2005 on a range of projects. Andrew is concurrently the Managing Director of a successful recruitment consultancy, which he co-founded in Singapore in 1990. Prior to this he was the Head of Consulting for Deloitte Consulting in Singapore, where he worked for 8 years as a pioneer in the computer industry in the ASEAN region. Andrew was an Exco member and Vice President of the Singapore Computer Society (of which he is a Life Fellow) for 25 years and received the President’s Award for services to the IT industry in 1999. He graduated with distinction in Business Studies in Guildford, UK.
Rosnazuha “Rosie” Mokhtar
Malaysian national Rosie divides her time between Malaysia and Singapore and has worked in association with the partners of Lyriant for over 15 years. She is an experienced researcher specialising in commercial research on individuals and companies in Malaysia, including for reputational due diligence and other investigative projects.
Rosie has a bachelor’s degree in Media Innovation from Malaysia’s prestigious Multimedia University in Cyberjaya. She is also an award-winning author in Malay and Indonesian having authored 5 titles to critical acclaim and was awarded first place in the Malaysia National Book writers Awards in 2020 (Readers’ Choice Category).
William served for more than thirty years with the Hong Kong Police where his roles included leading investigations of serious crimes. An acknowledged expert in the investigation of triad related and other serious crimes, he was awarded a Commanding Officer’s Commendation for leadership, professionalism and devotion to duty of a very high order upon completing his service. After his retirement, he worked as a Senior Investigator at Venetian Macau casino before joining Spectrum OSO Asia where, as Head of Operations – Greater China based in the Guangzhou office, he oversaw all aspects of the company’s business operations in China.
